I've been to the Portland (February and October), Seattle (July) and San Diego (end of December/beginning of February) festivals. Of those my favourites are Portland and San Diego. The Portland dance venues are scattered at a few locales on the East side, and the Saturday night Grande Ball milonga is at Tiffany center on the West side. but Portland is very navigable with a good public transport system and plenty of cabs. I go to the San Diego just because it's so close to where I live. They usually hold all their milongas and classes in one hotel, which is just as well since San Diego isn't as easily navigable as Portland.
Seattle isn't having a festival in 2011 as they couldn't book the venue.
This year I'm also planning on attending the SMITH in Santa Monica in May and perhaps also AntiPanico in SF in the Fall.
