      Can't promise you won't get hassled if you surf in L.A., it can happen at any spot. Best time to learn is when the swell isn't big, at least that way you won't be battling the crowds and the waves. This will give you a chance to get accustomed to the board and you won't tire out as quickly. A big part of surfing is timing so body surfing and body boarding are good ways to get in sync with the waves. Try some of these breaks on the map when you're getting started.
